it's either really bleak fleas, mange, or a form of eczema/ take him to the vet to be sure before treating it beside anything.
I assume you have checked for fleas. If you own, what type of food are you feeding your dog? Some cheaper dog foods are full of fillers resembling corn, wheat, chicken by-products like beak, feathers, feet etc. that can inflict allergic reactions surrounded by some dogs. I would suggest that you try a high finish off dog food like California Blend, Canidae, Wysong, Wellness. It may rob a few weeks for the results to happen, but I'm inclined to bet that it will taken care of the problem.
Here are a few possibilities:
- Alergies (food, contact... )
- Fleas (allergy to them, infestation...)
- Anal glands are full (since she is biting her rear)
- Boredom
- Obsessive licking and biting that continues after an elder incident
The best thing is to lug him/her to the Vet. All this biting and licking can create a secondary infection. Most predictable she feels miserable because of this.
