It sounds like the classic description of a booth of skin which has little or no pigment. It's a justly common birthmark/ birth malformation of no medical consequence.
Loss of pigment where you used to hold it is a symptom of vitiglio, which usually has start between the ages of 10 and 30. It can spread, and once pigment is gone, it rarely returns.
There appear to be connections next to family inheritance, hair turning white prematurelye, and absolute autoimmune disorders.

If this is a new point, I second the suggestion to see your doctor.
If you have have it forever it is probably a birthmark. if you got it just now I would have it checked out by a Doctor
